Background

Colmore Business District (Colmore BID) is a business improvement district (BID) established to project manage improvements and services to the business quarter of Birmingham.


Brief

As part of their activity during their second five-year term, the BID was required to commission independent research on the views of its levy paying businesses in the area.


Method

A BID is a defined geographical area within which local businesses collaborate to invest in projects, services and initiatives which improve the environment in which they work, and they required a company which could both design and implement the research programme.

The research covered area such as delivery of their Business Plan, projects, services and initiatives in their second term, perceptions of value for money as well as indications of what levy payers would like us to deliver for the remainder of the term and see in the proposal for the Business Plan for our third term.

Mindful of the aspect of impartiality throughout the course of our work, Clarke Associates agreed the content for the research, as well as organising a number of discussion groups (which we facilitated). We worked quickly to establish objectives and a methodology for the work, and set up both the discussion groups but also an email campaign to gather the views of key people within businesses in the BID area.


Outcome

The output, as well as a presentation to the BID board, was a comprehensive report covering principal finding (by theme), as well as analysis of the results and a series of recommendations to the board.
